President’s Message: Year-end Update on Workforce Adjustment, Early Retirement Incentive and More

As we close out the year, I want to provide an important update on Workforce Adjustment (WFA) and the Early Retirement Incentive (ERI) following our recent member webinar on December 12. These topics are at the top of everyone’s minds, and we remain committed to transparency and support throughout this uncertain period.

What we know now

Despite the Budget Implementation Act not passing before Parliament rose for the holidays, both GAC and IRCC are proceeding with WFA planning. The lack of finalized legislation complicates the timelines and availability of ERI, leaving senior management at both GAC and IRCC, not to mention the rest of us, in a state of high uncertainty. At IRCC, WFA is ongoing and a new round is likely in the new year, focusing mainly on EX positions. GAC has indicated WFA notification letters will be sent mid-January, covering the full three-year period, but precise impacts on the FS group are still not yet clear.

The employer has signaled a preference for voluntary departures, using tools like ERI and mobility options to minimize involuntary layoffs. Notably, “affected” notices are expected to outnumber actual position cuts, signaling potential risk but not a guarantee of job loss. At GAC, early indications are that notices will be sent according to “work unit,” which has been defined as group and level (e.g. FS03, FS04) without reference to streams. We are waiting for further specifications from them as well as from IRCC.

It’s very important to remember that WFA applies to positions, not individuals; being “affected” means your group or work unit is at risk, not that you are losing your job. If the ERI isn’t yet in force when decisions are made, members may need to rely on existing measures such as Transition Support or alternation, and are encouraged to consult all available resources and guidance before making any decisions.  You can find our detailed FAQ and other information here on our website, which also includes links to resources provided by the Employer.

Looking Towards 2026

PAFSO’s top priority in the CER/WFA exercise, is, as always, to defend the interests of our FS members, especially given the unique complexities of our group’s assignment and classification structure. We are closely monitoring equity issues, including impacts on employees on leave and potential discrimination, and will continue to advocate for fairness and transparency at every stage. We will press the Employer to provide timely confirmations of its plans so that you can make the best possible decisions about your future.

Reminder on Overtime and Standby Pay on Statutory Holidays

As we approach the Christmas and New Year statutory holidays and vacation period for many of you, please don’t forget that the provisions of the Collective Bargaining Agreement continue to apply. In particular, Article 17.02 specifies that “an employee shall be compensated at the rate of one half (1/2) hour for each four (4) hour period or portion thereof for which he has been designated as being on standby duty.”

We urge you to clarify your manager’s requirements by asking, in writing, if you are required to monitor your e-mail during this period. If your manager confirms that you are, claim this pay, which can be taken as cash or compensatory leave. And if they say no, put down your devices and relax and enjoy your break.

Remembering James Johnson: funeral service January 17, 2026

On another note, I was saddened to learn of the sudden passing of PAFSO member, personal friend, and former Executive Committee colleague James Johnson in October this year. (Obituary here)

A funeral service will be held on Saturday, January 17, 2026 at 1:30 p.m. at St. Columba Anglican Church, 24 Sandridge Rd. Ottawa. Colleagues and friends are encouraged to gather to remember James and celebrate his life.

Winter Break
