Proposed Early Retirement Incentive
Budget 2025 announced the Government’s intent to amend relevant legislation to offer a voluntary Early Retirement Incentive program through the federal public service pension plan.
While technically separate from the established Work Force Adjustment process, this incentive is proposed to help manage workforce reductions through attrition and voluntary departures.
This program is not yet available. Proposed implementation timelines indicate implementation in January 2026 or later, depending on when relevant legislative changes come into force.
According to the Government’s proposal, once the legislative changes required to implement this initiative are passed, all the necessary information would be communicated to employees, including the application process and steps they would need to take if they are interested in the Early Retirement Incentive.

Department of National Defence (DND) and Public Service Commission (PSC) Mobility Initiative
