WE’RE HIRING: Advocacy and Stakeholder Relations Officer

The Professional Association of Foreign Service Officers (PAFSO) is both the bargaining agent and the professional association for Canadian Foreign Service Officers, representing 2,001 active and retired Foreign Service employees. We are looking for a proactive and autonomous individual with excellent strategy and communications skills to develop and implement an advocacy and stakeholder relations strategy to enhance political and public support for our profession.

The aims of the Association are: to further the interests of its members, to protect the status and standards of their profession and to maintain and promote the effective functioning of the foreign service of Canada; to act as the bargaining agent on behalf of its regular members; and to formulate and express the corporate view of the members on matters affecting them.


  • One year term position with possibility of becoming permanent in late 2023
  • Salary range: $86,218 to $102,792 (Band 5 of the SEESAPASE Collective Agreement)

  • Develop a proactive advocacy and stakeholder relations strategy, including a plan for engagement with parliamentarians, that will advance the priorities of the Association, and that clearly reflects PAFSO’s strategic plan and priorities as defined by the President and Executive Committee.
  • Analyze government policies, reports, legislative initiatives, and other current events, identifying areas of relevance to PAFSO and opportunities to advance our advocacy efforts.
  • Identify, review, and summarize developments in government programs, policy, and legislation that have implications for the Foreign Service community and PAFSO’s advocacy plan.
  • Provide proactive advice and support to the President in developing and managing key virtual and in-person relationships with elected officials, political staff, bureaucrats, and other partners and stakeholders.
  • Support the President, General Manager, and Executive Committee in developing and maintaining strategic partnerships with government, external organizations and supporters.
  • Other duties as assigned.



  • Post-secondary education and three years of experience in advocacy, community/stakeholder engagement, public affairs, communications, law, government relations, or other related field.
  • Strong understanding of and interest in the issues facing Canada’s Foreign Service in 2022, including labour/union issues.
  • Strong ability to work proactively, both autonomously and in a team, in-person and virtually, manage multiple projects, prioritize, collaborate, and adapt with energy and enthusiasm while maintaining focus on outcomes.
  • Ability to think both critically and strategically and translate thinking into action plans and concrete output.
  • Highly developed organizational, interpersonal, communication, negotiation, and listening skills in dealing with colleagues and stakeholders at varying levels and a demonstrated track record of positive and respectful working relationships.
  • Demonstrated high levels of discretion and ability to respect confidentiality.
  • Professional-level written and oral communication skills in one of Canada’s official languages, and a working knowledge of the other official language.



  • Experience working with union organizations or on labour relations issues;
  • Experience as a Foreign Service Officer or in a foreign service environment.


Fluency in both official languages (French and English) is required.
