NJC Releases New FSD 32 Rates for Daycare Assistance

Within the June 2, 2023 Update from the President of PAFSO, it was noted that the 2022 FSD 32 (Daycare Assistance) rates would remain in place while the methodology was revised.  The old methodology was problematic in that was not developed in anticipation of the Canada-wide Early Learning and Child Care (CWELCC) Agreement, which is a five-year plan to reduce the cost of childcare to an average of $10 per day for eligible families.  PAFSO is pleased to report that, while it took a little longer than was initially anticipated, the NJC FSD Committee (of which PAFSO is member) completed its review and recommended a revised methodology which was approved by the NJC Executive Committee.  The monthly daycare employee shares under FSD 32 have been adjusted as follows:

Employee Share

2022–23

2023–24

Difference

Infants (0 to less than 18 months)

$1,788.97

$862.84

($926.13)

Toddlers (18 months to less than 2.5 years)

$1,581.73

$747.11

($834.62)

Preschool-aged children (2.5 years and older)

$1,158.55

$547.67

($610.88)

PAFSO is also pleased to announce that departments will adjust the monthly employee share applied to requests for daycare assistance since April 1, 2023, and reimburse employees as applicable (meaning the new rates are retroactive to April 1 2023).  In addition, the rates will continue to be adjusted on April 1st each year, moving forward.
